The engineers at CrossLoop.com stated the WinVNC.exe is a derivative of TIGHTVNC and pointed to several registry entries that may be the problem.

Ultimately what I need is to boot up a PC with Ultimate Boot CD and share a session via CrossLoop. I have verified that both PCs will connect when I boot to a normal OS. Vista works great, no compatibility mode problems.
