DHCP and IP's

I want to enable DHCP to assign a dynamic IP address to each pc i want to connect to, i then assigna static domain to the dynamic ip so i can connect easily.
Question, is how do i assign a dyanmic ip to the router?????by deault it is 192.168.1.254. I need to assign the a dyanmic ip though i.e 83.70 ...
