If you tried my previous suggestion then I do not know what next to suggest? I know that some ISP offer an "opt-in" packet filtering (like mine.) This is a "firewall" service with spware protection. Check with your ISP.

Try using a different IP port under 1024. ISP that use packet filtering might be trying to stop P2P file sharing (ie: Kaaza).
