"server running as application" after upgrade

Ive seen a lot of different posts with this error, and ive tried most of the fixes, but nothing has worked.

I was using 1.0.8.2. but I got tired of the viewer crashing, and I wanted file transfer to work, so I upgraded to 1.0.9.6 (.2 actually)

Server is installed on my home PC, running Win7 x64 ...
