Everything was ticked as you mentioned except the Max CPU which was 40. I have changed it and it's now a bit better, but not as it used to be.
When I get back to the US I'll connect the PC again with a network cable and will check if it helps. That's the only change I can think of between ...

the settings in the viewer were already on manual. I reset to defaults and it got a bit better, but still not good enough even with Video selected.

I don't know if it's connected, I am currently in Germay and when connected to another PC in Germany it's working well ...

After moving from Germany to the US, I have been experiencing slow response from the host only when connected from outside the network. It didn't happen while I was connected from within the network, so I can't say when exactly it started, but I didn't have this issue while living in Germany ...
