Issues with Configuring Ultra VNC Server

What I want to do:
Remote into my PC from my iPad 3 from my wireless LAN (which does not connect to the internet), using the Remoter VNC App

I was told by the Tech person at RemoterLabs that I needed to install UltraVNC so I have a server on my PC

I installed UltraVNC 1.0.8.2

What I know:
1. I see an UltraVNC icon in the systray along with it's IP address
2. I know my Computer Name, and it's static IP Address
3. I know my Windows User Name & Login
4. I know the IP address of my wireless router

Settings that I have done in the Settings App:
1. I created the VNC Password and View-Only Password (both set to the same values)
2. I checked the box to Allow Loopback connections
3. All other settings were left at default values
* I have also turned the Windows Firewall off

What happens:
1. When I open the VNC Viewer app (also on my PC), in the VNC Server box I enter the IP Address as found in the systray and the connection fails
2. When I try to access the server via the iPad, using the IP address that is displayed in the systray, it also fails so it is apparent that I have missed something in setting this up.


What I don't have a clue about:
1. Exactly what the Viewer app does and why it cannot find the server which appears to be running
2. The Server input box does want the Host:Diplay or Host:port but I have no idea what the host name is (if not the IP address)
or where the Dipslay name is found, or where the port info is found. I cannot find any settings or info on these.
