When I used TightVNC Viewer, everything was fine.
I decided to try UltraVNC for its encryption. I found a possible bug and annoyance with the viewer.
When I go fullscreen and hide the button bar, top row and left column of pixels are blank. As a result, moving the mouse to the top row or left column of pixels means that the position is no longer sent to the remote server. Also, the bottommost and rightmost rows of pixels on the remote viewer are invisible and possibly inaccessible, as they are pushed off the screen by the blank rows on the top and left. Will it ever get fixed?

Re: Top Row of Pixels Inaccessible
I guess some coordinate is set to 1 while it should be 0 or the fullscreen window has a 1 pixel border.
Low priority, we see what we can do for next viewer update.
