Shift to bypass autlogon

In Windows XP, I could click on the CTRL-ALT-DEL button, hold down the shift key and be able to logon as tech rather than the autologged on user.

This does not work in Windows 7. It just loops back to the autologged in state. This is complicated because our PC reservation software runs as the shell when a user is not logged in. If a user is logged, various controls are written in the code to not allow that.

Any way around this? This is terrible important to the IT tech team.
