I was convinced that with the use of access keys (public / private), the server would ignore the connections (without giving suggestions). Instead replies:
"SecureVNCPlugin authentication failed (no plugin interface available)"
- Is a programming error / bug protection ?
Or is desired by the sponsor?

Non of all, it looks like a config error.
But the info you provided isn't a lot... so general info
1) verify if the securevncplugin.dsm is in the same folder as the server
2) verify if the securevncplugin.dsm is in the same folder as the viewer
3) properties server create key pair and select to use plugin
4) copy created viewer key to viewer pc
5) start viewer pc with select dsm plugin
