Prevent 2nd session from bumping a 1st

This is a question on either whether the functionality is already in the product or if it's configurable.

I want to create a VM Windows machine so that users using tablets can VNC to it to use a required Windows program. I would like though that if a user has a session open to this VM, a second user would be alerted and would not bump the 1st user off.

Is that possible?
