Blank connection screen

I have UltraVNC running on a few PC's. I am having trouble with only one PC. Most of the time when I try to connect from this one troubled PC I get a blank connection screen:

The only way I can stop it from running is with the task manager. When this happens it runs solid at 50%

It has happened on every release of UltraVNC.
Currently running ver. 1.2.0.9 on the viewer and the winvnc side.
Installed VNC UltraVNC_1_2_09_X86_Addons.exe

Win7 ultimate sp1 32bit with all ms updates.

I have Uninstalled UltraVNC from this problem PC, rebooted and re-installed a number of times.
If I start the viewer on a different PC and connect to this PC it connects just fine.
This is the command line I am using to connect: /dsmplugin "SecureVNCPlugin.dsm" /8bit /silentexit

I need to find out what I can do to fix this.

I have run Process Monitor and attached a log just in case anyone can/will see if they can figure out why vncviewer isn't working on this PC.
