Can't connect to one WinXP machine

I have two PCs running WinXP w/SP3, "A" and "B". I downloaded the latest version of VNC & installed it on both machines. Machine "A" can connect to machine "B", and all VNC functions work correctly to control machine "B" from machine "A". Machine "B" cannot connect to machine "A" and returns error: "Cannot connect to server." What's wrong???

Check if the server on A is running and is using port 5900 ( server config should show the port)
-Can the viewer started on A connect to A ( himself)

firewall block connection ?
