Kill per user settings?

I've been using TightVNC for my 40+ win98/w2k clients for awhile but have always had problems with conflicting machine settings versus the current user settings. (people changing their user settings).

I've finally decided to address this problem proper and lock it down - and also switch to Ultr@vnc.
I've got all the info on locking it down except I can't seem to find a straight answer on forcing the use of a single set of settings on the server. No user settings for the server.
Suggestions?

Wouldn't it work to just prevent the users from opening the properties dialog box after you get the settings right?

Plus what are these people doing with the settings anyways? :-o
