internet down after failed file transfer?

I am using rc 18 . I tried to do a file transfer and it hung. then the connection dropped. and now the pc has no internet. after reboot still nothing. would vnc have changed anything so I have no connection to internet?

No.

UltraVNC doesn't change anything in your INternet/network config.
It's presumably an interruption of your Internet access that caused the crash and still causing your inter,et access problem.

hang in file transfer caused modem to hang, reboot modem and its ok
