Is there a way to disable the user settings so they can not make any changes?

none at all?
the test19_5 split the options up into user/admin. and the user settings seem ok to me for them to use. even ness-then-normal users. :P

There has to be a way to disable users from configuring the server settings. If the older RealVNC version can do it (which it does by default), then RC18 should be able to. :wink:
