Is there any way to disable "Uninstall Service" and "Start Service" on the icon menu?

NO, but options are only working for adminstrator or equivalent users.

I second to the requester, that an configuration option to grey out service control stuff is a good idea.
Although You can technically still disable and stop services when You have admin rights, not many users know how to do that.
But when they have those controls right at their fingertips, they might just try them for the fun of it.
It is the same with other Allow* options: technically a user with admin rights can get around them by editing registry or ultravnc.ini, but they usually aren't competent enough to do that.
