WinVNC shows wrong IP in user account

Dear experts:

In a local domain network a Windows 7 machine shows ip 169.254.55.189 (WinVNC icon), but the correct NIC IP address is 10.6.1.15. I can connect to this machine using this address (10.6.1.15).

I have tried uninstalling and reinstalling WinVNC, flushing the DNS, releasing and renewing the NIC IP, without success.

If I login to this machine with the domain admin account, then the winVNC icon shows the correct address, if I use any other user account it shows the incorrect address.

Any ideas?
