vnc connection over TCP tunnel get closed (works with v1.82)

while trying to connect with vncviewer to remore winvnc (as service) over TCP tummel the connection get closed after few seconds
this happens constantly on every OS (i tried them all)
when i change the version of the winvnc to 1.82 it works OK, when doing the same outside of the TCP with (v1.962) tunnel everything works ok also
