If it's done by the service, it need to be online and reconnect when the connection to the repeater breaks.
winvnc and repeater send keepalive messages to avoid that the connection timeouts.
That's the only way how you can have an unattended connection
I don't see how a open repeater connection can be a security hole. The hole is not smaller or bigger then winvnc or rdp listening
to connections, in this case it's the repeater that forward the connection to winvnc.
*Always use the encryption plugin
*Use a long password or exchange the key via mail
encryption is between server/viewer, the repetaer just forward the data, he can not understand the bits.
