You are always able to connect, but this is done by reverting to session0.
FUS use session1 for user 2.
When you connect, session1 is switch to session0 (logon screen). If you select user2, this activate back session1, vnc disconnect.

never connect Remote Desktop (mstsc) and vncviewer on same remote computer at same time, otherwise a reboot is necessary for unlock blank screen issue.
vnc server, screen saver of user logged on would close the vnc viewer
work around:
connecto vncviewer to vnc server, log off user1 , disconnect vnc viewer,
connect vncviewer to vnc server, log on user2
XP SP2/SP3 professional need to be patched to allow concurrent remote desktop connection. (not available for XP Home)
