Installing Video Driver Disables DirectDraw Acceleration

DirectX displays DrirectDraw Acceleration is disabled but after uninstalling the video driver directdraw was enabled.

Directdraw is indeed disabled when driver is in use "while viewer connected", but an inactive driver should have no influence on directx
or directc draw.

An installed , but unactive driver , is sleeping and have no influence.
