Run VNCServer for W2K in Power user & User mode

Checked MS Logon and assign proper local admin group, everything running fine with trial test.

Now the problem is in server. I started the server by a "user mode" user, no one even authorized user cannot access this server. Tried several time, it works after promoted the same user inside "Power User" group. Is it a bug? And why to resolve? Thz a lot.
