Like the tittle says

Usefull when:

You want to connect to another site e.g. via wan/lan and the server side connection is slower the it will keep these settings in memory.

Different rc4.key per site usefull when:

Different per site security means more keys less chances of someone getting hold of all keys in the event of unfortunate circumstances...

And its also nicer...
