After restart VM doesnt allow multiple connections

I have windows 2008 R2 server running with VM's running windows XP SP3.

This morning I rebooted one of my XP VM's and now when we try to create a VNC connection while the VM is in use, it tells us the machine is locked. We are unable to view the users screen while the user is working. If we unlock the session, the user gets kicked out. I have checked in settings to ensure that I have allow multiple connections.

Has anyone experienced this before and know a resolution? I have already attempted reinstalling but it didn't change.
