I'm was hoping to get some more information about the plugin included with version 10961 and encryption for UltraVNC.
Does running the server with the included plugin and using it on the viewer automatically equal an encrypted connection or do you need to produce the private and public key in addition to that?

Yes it will be encrypted. I do not know the exact details but I believe that if you do not supply one it uses your password from the authentication and produces it on the fly.
