As part of of image, we have UltraVNC installed to use NTLM Auth with out Domain Accounts, and only letting Domain Admins connect. It works great being deployed to already built machines, but we're running into an issue with our new machines.

Would there be an issue with installing Ultra to use Domain Auth before the machine is part of the domain?

As long as the machine is not joined to a domain, you cannot use domain accounts.
This is a Windows feature.
You can however use local accounts during this phase.
